What exactly is congress.org? It's not a .gov site... it seems to have been established by Capitol Advantage "the nation’s premier provider of grassroots solutions." Other than that vagueness... it's just a forum, right?

Regardless of this, I was able to dig up some actual information. Link Written by Representative Charles Rangel, and co-sponsored by 14 other Democrats, the theory that I've seen touted on this was that the bill is being introduced to discourage middle America from supporting participation in operations overseas. The article you've linked to says "the administration" is trying to quietly pass this bill... because they've duped the Dems into putting it forward?
